Bel\u0259 zaman k\u0259siyind\u0259, ad\u0259t\u0259n, ist\u0259nil\u0259n \u00f6lk\u0259d\u0259 siyasi elitadan daha art\u0131q (v\u0259 ondan qabaq), xalq\u0131n taleyin\u0259 bigan\u0259 qala bilm\u0259y\u0259n z\u0259ka v\u0259 \u0259qid\u0259 sahibl\u0259ri f\u0259alla\u015f\u0131r, prosesl\u0259rin \u00f6n\u00fcn\u0259 d\u00fc\u015fm\u0259yi \u00f6zl\u0259rin\u0259 v\u0259t\u0259nda\u015fl\u0131q borcu bilirl\u0259r.
